There is the annual review cycle where you can self-nominate or your manager can nominate you for promotion. You prepare a case to support why you think you deserve your promotion and it goes to a committee to review. Plenty of opportunity to move up the ranks.

Promotion is very rubric-based. There are defined role profiles that are clear on what's needed. Often managers will know when it's best to try for it, and there should be no surprises.
